Getting Vehicle NOC - Tips

Experience of getting NOC from RTO (Change of Address only):

1. Download Form 28 from Pune RTO website (or any)http://www.rtopune.info/downloadrtoforms.htm - (3 copies if in state RTO and 4 copies if out of state RTO)

2. Follow the Required Documents as provided:http://www.rtopune.info/registration_noc.htm

3. Following are extra requirements (not mentioned in step #2)
a. Owner is required.
b. Owner has to carry a photo ID
c. Mention mobile number on top of Form 28. If available, staple the owner's photo too.
d. RC book should be in a plastic case with RC details visible.
e. Staple all documents.

4. Following documents are not required even though mentioned in step #2)
a. Tax Receipt

5. So for me, following were final list of documents:
- RC Book - Original
- Insurance certificate. - Xerox
- PUC. - Xerox
- NOC from police department in case vehicle to be transferred to other state (For me it's Bangalore)
- Original Chassis pencil print to be pasted on all form 28. - 4 copies

6. Steps to get NOC from police department:
a. Outside RTO main building and near Parking place, there is a xerox guy. Ask him to have Commissioner office NOC form.
b. Fill in your details in Police Department NOC Form.
c. Go to window 32 - He/She will verify all documents.
d. Go to window 28 - He/She will sign the papers.
e. Go to Inward/Outward Department - He/She will make the entry that the NOC form for Police is outward on that specific date.
f. Go to Police Commissioner Customer Cell near GPO.
g. Submit the Police NOC Form along with xeroxes of (Form No. 28, Inusurance, RC, PUC) at the RTO NOC window.
h. From the RTO NOC Window (he/she) will provide a receipt stating date and time of collection of Police NOC. Generally it's 3 PM on 7th day after submission. {Try to negotiate the date and if you are lucky, you may get early.}
i. On that specified date/time you will get the Police NOC
- My utter respect for super smooth single window system by Police Department. Glad to know.

7. Steps to get NOC from RTO.
a. After you receive NOC from Police department visit the RTO.
b. RTO has to be visited by the owner - in person.
c. Go to window number 32 - He/she will reverify all documents. And ask you to sign it.
d. Go to window number 28 - He/she will ask you to fill in another personal detail form and ask you to visit at a specified date after 2 weeks.

- When Pune RTO website says it get done in 3 days, I'm at my wits end why are they taking 2 weeks?

Do note that Pune RTO holds the RC Book for those 2 weeks and they don't provide any acknowledgement that they are keeping the RC Book for NOC. So plan it accordingly & pray well :-).

It came to me 2 days after 2 weeks. So yes, there is a bit of luck involved too but rest assured, it comes without a single penny paid to anyone - No Corruption -
